David Rubenstein, Vice President, Financial Planning and Analysis

David Rubenstein serves as Vice President of Financial Planning and Analysis. Reporting to the Vice President are the University’s Budget Director, the Director of Treasury Operations and the Director of Tax and Asset Management. Overall, the unit is responsible for the development, monitoring and implementation of the University’s multi-year financial plan; debt management and issuance; cash management and banking relationships; tax analysis; and asset maximization strategies. Working with the University’s Senior Vice President, Chief Financial Officer and Treasurer, Mr. Rubenstein’s unit helps develop strategies for improving the University’s operating performance, reducing costs, financial capital needs and enhancing liquidity.

Prior to joining Georgetown University in 2004, Mr. Rubenstein as a Deputy Director in New York City’s Office of Management and Budget where he was responsible for economic and tax forecasting, intergovernmental relations, and the operating and capital budgets for education, housing and economic development.

Mr. Rubenstein holds a Master of Science in Industrial Administration from Carnegie-Mellon University and a Bachelor of City Planning from the University of Virginia
