Raymond D. Carter, Assistant Vice President and Controller

Raymond Carter is the Assistant Vice President and Controller of Georgetown University. In this role he is responsible for preparing annual and interim financial statements and other internal and external financial reports. Ensure compliance with a variety of externally imposed financial, tax and reporting regulations. Ensure that effective internal controls exist. Serve as the primary liaison with internal and external auditors and tax professionals. Analyze, interpret and report to ensure compliance with international/federal/state/local/personal tax requirements. Interface with the University community, which includes both faculty and staff. Responsible for the disposition of management letter comments; and involved in the maintenance and upgrade of the University’s financial management system. As a member of the senior management team, he provides direct support to the Sr. Vice President, CFO and Treasurer and is a contributor to decisions concerning activities supporting the tactical, strategic and operational objectives of the Division and the University’s fiscal operations. From 1998-2002 Mr. Carter served as the University’s Director of General Accounting where he was responsible for the General Accounting Office (which included general ledger accounting, endowment accounting, gift accounting, plant fund accounting, bank reconciliations, financial reporting, financial statements, the annual audit, compliance and research). A primary responsibility was to ensure compliance with accounting standards and regulatory requirements as well as provide internal and external financial reporting. Managed and supervised accounting staff to achieve objectives by established deadlines through the allocation and management of resources.

Prior to joining Georgetown University in 1998 Mr. Carter was the Finance and Accounting Manager for an Information Technology and management consulting firm. Mr. Carter also spent three years in the Washington, DC office of Coopers & Lybrand as a Senior Staff Auditor. His clientele ranged from SEC corporations, the government sector (federal and local) to the private industry, profit and non- profit.

Mr. Carter holds a Bachelor of Arts degree in Accounting from Morehouse College.
